PLYMOUTH AND DISTRICT SMALL-BORE LEAGUE

Constitution of the Plymouth and District Small-Bore League


A)  NAME - The name of the league is Plymouth and District Smallbore League.

B)  OBJECTS - To encourage and promote competitive smallbore shooting in the Plymouth area.

C)  MEMBERSHIP - Shall be open to all clubs in the Plymouth area who are affiliated to the NSRA.

D)  BUSINESS YEAR - Shall be from one annual general meeting to the next annual general meeting. The end of the financial year shall be 31 August.

E)  OFFICERS - The following officers shall be elected at an Annual General Meeting: President, Vice-Presidents, Chairman, Honorary Secretary, Treasurer, Stats Officer, Trophy Secretary, Auditor(s).

F)  DUTIES - The President, or failing him, one of the Vice Presidents, shall preside at the Annual dinner and at functions arranged by the League. The Chairman, shall preside at all meetings and at such times when the President and Vice-Presidents should be absent. The Secretary shall keep minutes of the business transacted at all General and Committee meetings and shall give notice of all such meetings, seven days for Committee and fourteen for Annual or Extraordinary General Meetings. The Treasurer shall keep account of all monies received on behalf of the League and make all necessary payments as required by the Committee. He shall furnish a financial statement, duly audited, at the Annual General Meeting and at such time as required by the Committee. The Stats Officer shall keep records of all scores, individual and team, and shall publish a League table each week in the press, if possible. The Auditor(s) shall examine the books, together with vouchers, invoices at least once annually and shall report in writing to the Honorary Secretary..

H)  DISCIPLINARY ACTION - The League may remove any individual or club whose conduct on the range or upon any premises occupied by the League, or elsewhere, is unseemly, objectionable, dangerous, dishonest or calculated to bring the league into disrepute. Disciplinary Action against an individual or club will be in accordance with the procedures contained in the League's Disciplinary Byelaws

I)  MEETINGS - The Executive shall meet four times a year or as may be deemed necessary by the Honorary Secretary and shall have a quorum of 4. The Annual General Meeting shall take place during the month of September. Clubs shall be entitled to request an Executive Committee meeting on notice being sent to the League Secretary who will, if necessary, consult the League Chairman. The request should clearly state the reason why such a meeting is considered necessary.

J)  DUTIES OF COMMITTEE - The Executive Committee shall deal with all business appertaining to the efficiency of the League. An emergency meeting of the Committee may be called at any time to deal with any urgent matters.

K)  ALTERATION OF RULES - Shall only be made at the Annual General Meeting or an Extraordinary General Meeting. Proposals for alterations of rules and Constitution shall be submitted in writing to the Secretary at least three weeks before the Annual General Meeting so that the Honorary Secretary can give 14 days notice to all member clubs.

L)  TROPHIES - League trophies and awards shall be presented at the Annual Dinner (or similar social event) in April or May each year. Such trophies shall be returned in a clean and good condition to the Trophy Secretary by 15 March. All trophies to be insured by the League.

M)  EXPENSES - The committee shall be indemnified against all debts reasonably incurred on behalf of the Plymouth and District Smallbore League.
